Attached is the 2004 Proposal for the renewal of funding of the ongoing programs FCC sponsors through Amity. These include the continuing projects in supplemental care giving (the Amity Grandmas), nursing teams, foster care and schooling.

The proposal requests funding just to renew existing programs, adding just nine more children in foster care and two more nurses.

In addition, this proposal includes the distribution of some designated funds for the orphanages in Jiande (Zhejiang Province) and Pingnan (Guangxi Province), and for medical needs. The designated funds for Jiande and Pingnan came to us from one donor after discussion about the potential uses for these funds. A contribution of $14,000 was made by an individual donor to be applied equally to these two orphanages. Of the $7,000 designated for Jiande, $5,100 can be applied to the renewal of our ongoing programs there. Wu An An is working with the orphanage directors to identify needs that can be addressed with the balance of funds for Jiande ($1,900), and the $7,000 for Pingnan.

We have also received additional funds designated for medical needs, specifically for corrective surgery for several children referred to us by Amity.

We currently have on balance $180,000 in our CIC Program account, not sufficient to fully fund the renewal of ongoing programs, but enough to cover the greater share of what is needed. As we have done in the past two years, we can distribute a significant portion of the needed funds now, with the commitment to provide the remaining balance by September.

The recommended distribution at this time is the following:

The full annual cost of the Grandmas and Nursing Teams, two-thirds of the annual cost of the foster care, and the first semester, or one-half, of the school fees as follows:
- Grandmas: US$51,500 (Full annual cost for 100 Grandmas)
- Nursing Teams: US$18,750 (full annual nursing team cost)
- Foster Care: US$58,720 (for 8 months January through August for 237 children)
- Education: US$18,150 (for the Spring semester 2004 for 401)
- Amity's 7% administration fee for all of the above: US$10,300
- Total distribution of annual costs for ongoing programs at this time: US$157,420 with the balance of US$50,860 to be paid by September 2004.
